Who Can Buy: State Unit and Public Unit
Read this part before anything else, because it decides whether the rest of the page is relevant to you.
D’Hazelton is a Rumah Mampu Milik scheme, which means the units are split into two categories with different rules:
- State Unit (PN1) — the controlled-price allocation, administered through the Penang state housing board. To qualify you must be a Malaysian citizen aged 21 or above, born in Penang or resident in Penang, a registered voter in Penang, and working in Penang. There are household income limits, and applicants may own at most one existing property.
- Public Unit (PN4) — the open market allocation. It drops the Penang birth, residency, voter and employment conditions, but it is not unrestricted: household income ceilings still apply, and a buyer may hold only one PN4 unit.
If you do not meet the state conditions, you are looking at the Public Unit allocation only, and that pool is smaller. Message us with your situation before you plan around a specific unit type, because availability by category changes as the state list moves.
Two Towers, 1,670 Homes
Tower A rises 35 storeys and holds 783 units. Tower B rises 34 storeys and holds 887 units. A separate commercial component adds 32 shop units at street level, which is what gives the development its own retail frontage rather than sending residents out to the main road for everything.
The stack is arranged so the podium does the heavy lifting: Lower Ground 1 to 6 are car park, Lower Ground 7 and 8 are facilities, Level 1 is the main lobby and the commercial row, Level 2 is facilities, Level 3 mixes facilities with the first residential units, and Levels 3A to 34 or 35 are residential. Type A units come with two car park bays; Types B and C come with three.
Orientation matters here more than usual. One face of each tower looks toward Bukit Kukus, the other toward Penang Hill. Ask which face a unit sits on before you commit — on a hillside site the view difference between the two is not marginal.
Unit Types at D’Hazelton
Four layouts, and three of them are the same 1,000 sq ft footprint arranged differently. This is a development with one clear target: three-bedroom family housing, at one size.
| Type | Size | Position | Bedrooms | Bathrooms | Car Parks |
|---|---|---|---|---|---|
| Type A | 1,000 sq ft | Intermediate | 3 | 2 | 2 |
| Type B | 1,000 sq ft | Corner | 3+1 | 2 | 3 |
| Type C | 1,000 sq ft | Corner | 3 | 2 | 3 |
| Type D | 900 sq ft | Intermediate | 3 | 2 | 2 |
Layout & Floor Plan
Type A — 1,000 sq ft, intermediate, 3 bedrooms, 2 bathrooms. The standard plan and the most common unit in both towers. Living and dining run together off the entry, with a balcony on the living side and a separate yard off the kitchen so laundry stays out of the main space. Two car park bays.
Type B — 1,000 sq ft, corner, 3+1 rooms, 2 bathrooms. Same floor area as Type A but a corner position, and the extra room is the difference — a fourth flexible space that works as a store, a study or a helper’s room. Three car park bays, which for a 1,000 sq ft unit is generous.
Type C — 1,000 sq ft, corner, 3 bedrooms, 2 bathrooms. The other corner plan, wider across the front at roughly 10.5 metres rather than 8.6, so the living and dining span is broader than Type A even though the area is identical. Three car park bays.
Type D — 900 sq ft, intermediate, 3 bedrooms, 2 bathrooms. The compact plan, and the only one under 1,000 sq ft. Still a full three-bedroom layout — the 100 sq ft comes out of circulation and room depth rather than a bedroom count. Two car park bays.
Floor plans for all four types are on this page. The key plan on each shows exactly where that unit sits on the floor plate and which way it faces, so use it to work out the Bukit Kukus or Penang Hill question before you shortlist.
Facilities Across Five Zones
The facilities are spread over four levels and grouped into five named zones rather than stacked on one deck.
- The Stream and The Ground (Lower Ground 7 and 8) — multipurpose hall with gourmet kitchen, common lounge, co-working space, arcade room, amphitheatre, floor games, toddlers’ play area, badminton court with seating, half basketball court, mini futsal field, jogging track, natural trail
- The Forest (Level 1) — entrance statement, drop-off, waiting lounge, main lobby, and the shop office row
- The Cloud (Levels 2 and 3) — infinity pool, wading pool, jacuzzi, sky lounge, sky dining, sky walk, therapeutic garden, pocket garden, outdoor BBQ corner, gym room, cardio room, yoga sanctuary, meditation decking, children’s play land, library, mini theatre, karaoke room, games room, kids room
- The Mountain (Level 3) — stargazing deck and a mini go-kart corner
The development is built to green building compliance standards.
Location & Connectivity
Farlim sits in the Air Itam and Paya Terubong corridor, which is about as central as Penang Island gets in practice rather than on a map. It is a built-out neighbourhood, not a new frontier — the schools, markets, clinics and food are already there, which is the main reason families choose this side over newer land further out.
The Ayer Itam to Tun Dr Lim Chong Eu Expressway bypass is the road that changed this address. It connects the Air Itam corridor down to the coastal expressway and onward toward George Town, Bayan Lepas and the two bridges, and it takes a large share of the traffic that used to funnel through the old Air Itam road. The Bukit Kukus paired road runs on the same side of the valley.
Immediate neighbours include Taman Sri Rambai, Taman Seri Idaman, Asia Heights and the Sungai Dondang stretch. Kek Lok Si and the Penang Hill funicular base are both in the Air Itam area, and George Town is a short drive east once you are on the bypass.

Frequently Asked Questions
Is D’Hazelton freehold?
Yes. The land is freehold, held on a residential strata title.
Who is eligible to buy at D’Hazelton?
It depends on the category. State Units (PN1) are the controlled-price allocation and require you to be a Malaysian citizen aged 21 or above, born in or resident in Penang, a registered Penang voter and working in Penang, with household income limits and a cap on existing property ownership. Public Units (PN4) are the open market allocation. They drop the Penang birth, residency, voter and employment conditions, but household income ceilings still apply and a buyer may hold only one PN4 unit.
What unit types are available at D’Hazelton?
Four layouts. Type A at 1,000 sq ft with 3 bedrooms, Type B at 1,000 sq ft with 3+1 rooms on a corner, Type C at 1,000 sq ft on the wider corner position, and Type D at 900 sq ft with 3 bedrooms. All four have two bathrooms.
How many units and floors does D’Hazelton have?
1,670 residential units in total. Tower A has 35 storeys with 783 units and Tower B has 34 storeys with 887 units, plus 32 commercial units at street level.
When will D’Hazelton be completed?
Construction commenced in 2024 and completion is targeted for 2029.
How many car parks come with each unit?
Type A and Type D come with two bays. The corner units, Type B and Type C, come with three.
What is the difference between the two tower views?
One face of each tower looks toward Bukit Kukus and the other toward Penang Hill. Check the key plan on the floor plan for the unit you are considering, because on a hillside site the two outlooks are very different.

Is D’Hazelton Right For You?
Why Buy at D’Hazelton
Freehold, on the island, at 1,000 sq ft. Most new stock on Penang Island in this size band is leasehold or sits well outside the built-up areas. D'Hazelton is freehold on a residential strata title, in Farlim, with three bedrooms as the standard layout. That combination is not common.
Three car park bays on the corner units. Types B and C come with three bays for a 1,000 sq ft home. On a hillside site in an established neighbourhood where street parking is already tight, that is worth more day to day than most facility lists.
The bypass changed this address. The Ayer Itam to Tun Dr Lim Chong Eu Expressway bypass connects the Air Itam corridor straight down to the coastal expressway, so the old bottleneck through Air Itam town is no longer the only way out. The neighbourhood itself is fully built out already — schools, markets, clinics and food are in place, not promised.
Why D’Hazelton May Not Suit You
There are eligibility conditions, and they are real. The State Unit allocation requires Penang birth or residency, Penang voter registration, employment in Penang, household income within limits and a cap on existing property ownership. If you do not meet those, you are competing for the smaller open-market pool. Check your eligibility before you fall in love with a specific stack.
1,670 units is high density. Two towers of 34 and 35 storeys on one podium means lifts, car park ramps and the pool deck are shared by a lot of households. If low density is what you are after, this is not that project — look at the smaller schemes in Tanjung Bungah or Gelugor instead.
Off-plan to 2029, on a hillside site. Construction started in 2024 and handover is targeted for 2029, so you are buying a plan and waiting years. Hillside sites also carry earthworks and access considerations that a flat site does not. Read the SPA, and go and stand on the site before you sign.
