Primero Heights, Seberang Jaya: Buying a Finished Unit From the Developer

Quick answer: Primero Heights is a completed freehold condominium by Metro Jelata (Wijaya Bandar Bina Sdn Bhd) on Lorong Janggus Jaya, Seberang Jaya, Penang. Its two 18-storey towers hold 154 homes of roughly 1,380 to 4,770 sq ft with three to five bedrooms, and the CCC was issued on 21 July 2016.

Most of what gets written about Seberang Perai condominiums concerns buildings that do not exist yet. Primero Heights is the opposite case: a tower pair that has been lived in for close to ten years, with a developer that still holds unsold units and sells them itself. That changes what a buyer should be asking. Specifications, plans and the unit table are on our Primero Heights property page; this guide covers the decisions around them.

A 2016 Building Still Sold by Its Developer

Wijaya Bandar Bina, a company in the Metro Jelata Group, put the project up on Lorong Janggus Jaya 12, a side road of Jalan Permatang Pauh. The brochure’s statutory strip aimed for May 2016; the CCC itself is dated 21 July 2016. The building also carries a second name, Kondominium Prima Indah, printed under the project name on the developer’s brochure and on the sign above the podium entrance.

Buying from the developer this late has two sides. You deal with one seller, there is no vacant-possession wait, and the unit you inspect is the unit you sign for. Equally, you are buying a building with a decade of use behind it, and the current sales package states plainly that there is no defect liability on these units.

Four Plans, From Three Bedrooms to a Penthouse

The developer’s floor-plan sheet shows four layouts, and the building holds 50 each of Types A, B and C plus four of Type D.

Type B is the entry plan at around 1,380 sq ft. It is deep and narrow: kitchen and dining space sit by the door, the living room runs out to a balcony along the full side of the unit, and three bedrooms line up at the back. Type A starts near 1,460 sq ft with the same three bedrooms and two bathrooms but a wider, shallower shape, and its main bedroom has a bay window.

Type C is the family plan, about 1,660 sq ft in its standard form, with four bedrooms and three bathrooms. A central living and dining hall separates the main bedroom from the other three. At the top, Type D is a 4,770 sq ft penthouse with five bedrooms, five bathrooms, wet and dry kitchens and a roof garden. Level 17 has only four of them. In all four plans the main bedroom has a bathroom of its own.

Why One Type Has Two Sizes

Every type is listed as a range, and the floor plates explain it. Level 4, the podium floor that also holds the facilities, carries six homes marked A1, B1 and C1. In the IQI Summary, C1 measures 2,450 sq ft while the standard Type C is 1,660 sq ft, so the podium version is far larger. The material does not say how A1 and B1 compare with their standard plans, so confirm the built-up area of any specific unit before you book.

From Level 5 to Level 16 each floor repeats one plate: twelve homes, six on each of the two lift cores, set around a central void. Each core has two lifts, one of which is a fire lift.

What to Check When There Is No Defect Liability

With no defect period on offer, the inspection before booking is your only protection, so treat the viewing as a survey. Run every tap and shower and look under the sinks for old leaks. Open and close each window and sliding door, and look at the sealant around the frames. Check the ceilings for stains and test the air-conditioner piping.

Anything you want fixed should be written into the booking before the SPA, not promised verbally. Viewings are by appointment between 9am and 5pm, Monday to Saturday, booked a day ahead, and the developer caps each visit at two visitors plus the agent.

Life on the Level 4 Deck

The developer’s list covers a swimming pool for adults and another for children, a gymnasium, a steam bath, an indoor games room, a table tennis area, reading and discussion areas, a nursery, a children’s playground, a BBQ area, a jogging path, a reflexology path and an exercise area. The indoor badminton court doubles as a multipurpose hall on the first floor, and a community hall and a surau complete the shared spaces. Security is a guardhouse, access control at the lift lobby and round-the-clock CCTV.

Two house rules are worth knowing in advance: residents bring their rubbish down to the ground floor, and renovation work has to be notified to the management office first.

Location: Between Two Expressways

Hospital Seberang Jaya is the landmark the IQI Summary uses to locate the site. The developer’s map shows the North-South Expressway on one side and the Butterworth-Kulim Expressway just north of the estate, with AEON BIG, the former Tesco Extra (now Lotus’s) and Sunway Carnival Mall within the Seberang Jaya area. The JPJ and immigration offices are nearby, and the closest schools on the map are SJK(C) Seng Keow and SK Permatang To’ Kandu. The developer describes the Penang Bridge as a five-minute drive.
