Primero Heights is a freehold condominium off Jalan Permatang Pauh in Seberang Jaya, Penang, developed by Wijaya Bandar Bina Sdn Bhd of the Metro Jelata Group. Two towers rise 18 storeys over a car-park podium and hold 154 homes, and the Certificate of Completion and Compliance was issued on 21 July 2016.
There are four layouts, from about 1,380 sq ft to 4,770 sq ft: Types A and B with three bedrooms, Type C with four, and the five-bedroom Type D penthouses on the top floor. The developer still sells the remaining units directly, so you buy a finished home from Metro Jelata rather than from a previous owner.

How the Building Is Stacked
Ground to Level 3 is parking. Level 4 is the residents’ deck, with the pools, the gym and the shared rooms, and it also carries six homes of its own: podium versions of the three main plans, marked A1, B1 and C1 on the developer’s floor plate. The Summary gives Type C1 as 2,450 sq ft, against 1,660 sq ft for a standard Type C.
Levels 5 to 16 repeat a single plate. Each of the two lift cores serves six homes a floor, two each of Types A, B and C, so a typical level has twelve units arranged around a central open void. Every core has two lifts, one of them a fire lift. Level 17 is given over to four Type D penthouses of about 4,770 sq ft, each with a roof garden.
Since the building was finished in 2016, the developer’s current package carries no defect liability period. The checking is therefore yours to do before you commit: run the taps and the shower, look at the window seals and the ceiling, test the air-conditioner piping, and get any repairs agreed in writing ahead of the SPA. Viewings run Monday to Saturday by appointment, and the keys are collected from the developer’s office on Jalan Permatang Pauh.
Fittings at handover are practical rather than lavish: kitchen cabinets with a hob and hood, air-conditioner points with the piping already laid, and water-heater points. The developer lists ceiling heights of 10 ft and above.

Each type is quoted as a range because one plan comes in more than one version. For Type C the split is on record: 1,660 sq ft on the typical floors and 2,450 sq ft for C1 on Level 4. Types A and B also have Level 4 versions, A1 and B1, but the developer does not say which units sit at the top of their ranges, so ask for the exact built-up of the unit you are shown.

Location & Connectivity
Primero Heights stands on Lorong Janggus Jaya 12, off Jalan Permatang Pauh in the Seberang Perai Tengah district, with Hospital Seberang Jaya as its nearest landmark. On the developer’s location map the estate lies between the North-South Expressway and Jalan Permatang Pauh, just below the Butterworth-Kulim Expressway.
Two expressways are therefore close at hand: the North-South Expressway for Butterworth, Bukit Mertajam and the Penang Bridge, which the developer reckons is about five minutes’ drive, and the BKE east towards Kulim. The hypermarkets, malls and government offices of Seberang Jaya handle the daily errands.

Developer Background
The developer of record is Wijaya Bandar Bina Sdn Bhd, one of five companies in the Metro Jelata Group, which is run from No. 4695 Jalan Permatang Pauh in Butterworth. The group began as PW Sunrise Sdn Bhd, a Tan family gold-ornament business dating from the 1970s; it started buying development land in the early 1990s and formed Metro Jelata Sdn Bhd in 1996.
Metro Jelata has built homes in Seberang Perai since 1999. Its completed schemes include Villa Primero I (Taman Naluri Indah) and Taman Seri Arowana in Seberang Jaya, Villa Primero II, Taman Janggus Jaya on Jalan Permatang Pauh, Taman Cengal and Taman Kempas on Jalan Bagan Lallang in Butterworth, and the R2 Avenue shop offices in Sungai Dua. Primero Heights’ own street, Lorong Janggus Jaya, carries the name of that earlier estate.

Why Buy at Primero Heights
Finished, freehold and open to inspection. The CCC dates from July 2016, and the developer's statutory panel records freehold land with no encumbrance. You walk through the exact unit you would buy, check the view from that floor, and move in without waiting on construction.
Generous plans from the smallest type up. Three bedrooms and two bathrooms start at about 1,380 sq ft, Type C gives a family four bedrooms and three bathrooms, and ceilings are listed at 10 ft and above. In every plan the main bedroom has its own bathroom.
Seberang Jaya on the doorstep. Hospital Seberang Jaya, the JPJ and immigration offices and the area's hypermarkets are close by, and both the North-South Expressway and the Butterworth-Kulim Expressway run past the estate. The developer puts the Penang Bridge about five minutes' drive away.
Why Primero Heights May Not Suit You
Not for buyers who want a builder's warranty. The developer's package states no defect liability period, because the building is about ten years old. If you want the developer to fix early problems for you, a newly completed project fits better; if you buy here, inspect closely and settle repairs before signing.
Not for anyone after a compact unit. Nothing here is smaller than about 1,380 sq ft, and maintenance and the sinking fund are billed by floor area, so a big home brings a bigger monthly charge. Singles and couples wanting a small, low-upkeep flat should look at other Seberang Perai projects.
Not for households without a car. The developer's map is drawn around highways, not rail, and shops, schools and offices are all a drive away. The house rules also have residents carry their rubbish down to the ground floor.

Which unit should you choose at Primero Heights?
Primero Heights in Seberang Jaya, Penang suits most families best as a Type C: four bedrooms and three bathrooms in 1,660 sq ft on Levels 5 to 16, inside the 1,460–1,700 sq ft range of the three-bedroom Type A. Choose Type A or B only if three bedrooms are enough.
- Why Type C
- Room 1 and its bathroom take one side of the living area, away from Rooms 2, 3 and 4 on the other. Those three share Bath 2, between Rooms 2 and 3, and Bath 3 beside the kitchen.
- Pick differently if
- Type B (1,380–1,600 sq ft), the smallest plan, if three bedrooms and two bathrooms will do. Type D (4,770 sq ft), one of four Level 17 penthouses, for five bedrooms and a roof garden.
- Check before you book
